Can't get upgraded from 7.0

We have 3 unused licenses. We are trying to get them and the two registered ones upgraded from 7.0 to the latest version but the upgrade doesn't work and I can't figure out why. Any and all suggestions would be appreciated.

Upgrading from 7.0 all the way to 7.1.4 is going to be a long series of upgrades; you have to do each one exactly as outlined in the help section.  It might be easier to try to migrate the 7.0 site to 7.1.4.
