Ä and Ö not work

Hello question why not work still that alphabet, because i need to fix admin panel that add key think and there write all most all again.
because my languages is a lot ä and ö alphabet and every time stop word when coming next alphabet ä or ö and i use new notebad and there setting is that UTF- without BOM but still that ä and ö not work.

if someone can check my own language file if there is some where bug and fix that. I am extremely grateful person who can help me this case.

so nobody not know how this fix?
