It looks like upgrade waas not properly completed, since required 'sys_objects_member_info' table was not created.

I suggest to run upgrade script again and complete the process.

I installed a fresh copy of dolphin 7.0.9 followed all steps but I still can't run the script i keep getting the same error

nothing upgrades not even modules
