without is before to confirm with email. user can confirm with email, thus access
all actions of the site has

That's not portable has someone such problem?

I would suggest to check moderation settings:

Admin panel > Settings > Advances Settings > Moderation

Auto-Activate Profiles After Joining

Auto-Confirm Profile Without Confirmation Email

Some parts of the user account are accessible even with these items set as you have them. I've raised the matter before because I find it unacceptable.

Go to the Boonex Market and download AntonLV's Mandatory Confirmation:

It's a free fix that should solve all your problems.

This should be built in to Dolphin, but for some reason it isn't.
