upgrading to 7.0.4

I just installed 7.0.3 a few days ago and started working on it today.  How hard is it to upgrade to 7.0.4 and is the link to download the upgrade or do I have to do a complete new install

should be easy if you haven't done many modifications to the site

No I havent...will I have to redo all the file permission and change all site terms and signup stuff for members?

Ok I just did that and now I am getting a javascript error on the main index page. I think it has to do with the bottom bar that you used to be able to use to make a shout and it also had the link to the mail, shopping cart and few other things like the admi panel is not there any more??? what should I do
