stupid error

New here not sure if im even asking in the right place so apologies.

I have wamp running through wan. Dolphin installer can be run at my friends house hosted off my pc. So i know the site is working correctly.  So i go back to my pc and install dolphin. This works fine my friend sees the "please remove install directory page". So i remove this. Works fine via localhost but now via wan browsers tell me "Though the site seems valid, the browser was unable to establish a connection. * Could thesite be temporarily unavailable?" The usual firefox msg for a broken site.

I cant seem to figure this out and i have spent the last 4 hours and tried EVERYTHING i can think of. Very frustrating

Any help appreciated.

could this be a wamp error. should i ask over in there forums? can someone reccommend me some similar software?  thanks

Have you checked this settings, left click on WampServer's icon, you will be able to:
- switch online/offline (give access to everyone or only localhost)

Thats my problem, the server is online. and i can create a directory /www/test and put a simple index.html file inside and that works fine. and the default wamp index.php (with the links to sql and myadmin) works fine. although i just found out that clicking these links  (phpmyadmin and etc) doesnt work either.  and again at my friends house, running from my pc the installer works fine. right up until i delete the installers directory. then i goto the main mysite/dolphin/index.php and i get the though site seems valid error. i was told something about needing to create a virtual host for every directory i put inside wamp's /www but if this was the case i wouldnt even be able to see the installer. and again via localhost all is good.

i tried xampp and get the same error. wan not working. i tried loading the page from lan and noticed when i press enter the  adress bar changes from "http://192.168.1.4/appl" to "http://localhost/appl" then says its not working. could this have something to do with it? ive tried everything. and again i must stress other sites work fine it only seems to be dolphin.
