What version of dolphin?
If it is 6.16 then it is located in templates/tmpl_xxx/_footer.html Just remove the line for the quotes.
the SAFEST way in any version if you are not comfortable working in code is just log into your admin and delete all the Quotes that are there. That will cause that section to just not show up.

If you are using dolphin 6.16 then you go to:
Admin / Tools / Random Quotes
