 Would there be any way it can be set so every member has two (and only two) photo albums they can upload photos to? for example one album is for 'public photos' and the other is for 'friends' to view only, and not give the member the option to create a new album, so they have to choose either the 'public' or 'friends' albums to upload to? is this easily possible at all?

Hello There is no such possibility by default, but it's possible. By default Dolphin generates only one album (public profile's album) when user is registered. You need to modify it to generate 2 albums ("public" and "for friends only"). Then Create Album buttons should be hidden. I think I would be able to do this custom mod for you.
