need a writable section on hompage for members

hi, is there any way to add a section (block) on the homepage where members can write things in for other members to see, like what they think about the site etc, but possibly a way for admin to check and make active when submitted,,, is this possible at all???? and how easy would it be to complete?? im on dolphin 6.1.6
