lost pull down menu for viewing the ads & blog

I'm running 7.0.8 I think something was changed in my PHP and I have lost the pull down menu for the viewing the blog and ads

Allow viewing to:

Allow rating to:

Allow posting comments to:

For some reason the pull down is completely blank!

I've gone in to the Manage Languages and found that  "_ps_group_" may have something to do with it but I'm not sure what this is!

Have you restarted apache (cuz of php change), turned off caching and cleared cache?
