links.php not under Tools

I couldn't figure out how to edit the links.php page.  I searched the forum and found the explanation of going to Tools>LinksPage to edit it.  But I can't find "LinksPage" listed under Tools.  I find "banners" but I don't think that's it.  Is it?

I have a Dolphin 7.0 install

Dol. 7 don't have links page, like you had on previous version, but you have sites page, you will find it here Admin/Modules/Sites

if you don't have installed this module, you can do it here: Admin/Tools/Modules
