does anyone know why certain members can join some events and not others, both events r setup up the same...please help i have the latest 7.0.9

Event's Privacy Settings

View Event:	Default Me Only Public Members Friends
Allow viewing participants:	Default Me Only Public Members Friends ---- Participants only
Allow to view and post comments:	Default Me Only Public Members Friends ---- Participants only
Allow rating:	Default Me Only Public Members Friends ---- Participants only
Allow posting in forum:	Default Me Only Public Members Friends ---- Participants only
Allow joining:	Default Me Only Public Members Friends
Join confirmation:	Disabled Enabled
Upload Photos:	Participants Admins Only
Upload Videos:	Participants Admins Only
Upload Sounds:	Participants Admins Only
Upload Files:	Participants Admins Only
Allow joining by membership:	Allow All Standard Promotion Business Owner
