i have change the upload size.why still 8MB?

Sorry .i found the 1&1 hosting isn't 1935 or 1936 (we use business server ) .so don't support dolphin RMS install.

but i have changed the php.ini upload size to 20MB,why when i check the admin/phpinfor.ini  website still just agree upload 8 MB.   so confused,why ?

i also changed htaccess to 20 MB.

The upload limits are being set at the server root, your on a shared style server and this is the reason you can't get past it.  You need the host to increase the limits in the servers root php.ini file.  Some will, some won't.  If they won't then your either stuck with this limit or will have to find a new host.

Ask your husband whether it is a shared account or a dedicated server.... I have installed RMS on many of our 1&1 servers.

hence the no support for RMS on it.

 

She would need to upgrade to a VPS at 1&1 before they will support the RMS.  Business server is $9.99 a month, VPS1 is $29.00 a month. 

 

This is where you have to make a choice ling, you can stay with 1&1 on the Business server at $9.99 a month and pay someone $5-$10 a month for use of an RMS (plenty offer them, like Dosdawg, JTadeo and so on) or you can upgrade to the VPS1.  $29 a month is one of the lower prices I've seen for a VPS.
