Hello,

This will require some advanced coding. I.e. this can not be achieved via a couple lines of code. Because

a) Tags must be linked to some module, in your screenshot these tags are linked to the video module. So in case you want all tags to appear in the footer, it is necessary to somehow allow a member to switch between tags sources.

b) Footer's design must be customized and tested in different resolutions to keep it responsive. 

So I would suggest you to contact someone with a customization request for this modification.
