ok so your issue is that you see an underscore on the name of the block, and that is because you placed it there.
referencing your attached image, Key Name is where you should have the _underscore iteration, and then the txt box is where you should put your human readable text, so the underscore there is not needed.

2. Trying to make another BLOCK on the JOIN PAGE. Just like the "why join" block. I'm NOT adding another field. Just want a simple block, well should be simple but i guess i am just not geting it.
- I go to BUILDERS, then PAGE BLOCKS, drop down JOIN PAGE
- I grab the HTML block, drag it to an active column 1 or 2
- I click on it, name the Caption Lang Key:_Test block
- I type something in the HTML CONTENT area, SAVE
- I go to settings, language, language settings,

I cannot seem to get this to work. By doing this, i go back to the JOIN PAGE on the BUILDERS page and the block still has the UNDERSCORE in front or its completely blank in which case i cannot delete it then.
so your Lang Key that you provide on the block, should be _Test block, though i personally think the space is a bad idea. but you can do it the way you want to do it.
now go to settings lang settings
and when you create your new lang key, you would use _Test block, on the key name, then on the string, you would put Text Block or whatever you wanted displayed to the users.
the _Test block which was prescribed when creating the block, now has an associative lang key _Test block, so what this does is actually allows you to reference the lang key later if you so desired.
so recap
set the Lang Key on the block, add your text description or whatever when you create the block.
then settings lang settings, add new language key
lang key on block, is now written to the Lang Key and you provide human readable string that you wish to be presented.
