display problem

I got this message after trying to reduce the size of the database

but I already did that from administrator and from FTP ( before asking the question in this forum )

now, I don't have acces to "Quick Overview " in dashboard of admin and the problem persists

can I do "off/disable" from other page than  "Quick Overview " ?
