answer to set the defualt language to another

I have two languages English and Slovenian. Slovenian language is set to default but site would open in English rather then in Slovenian. If I clear browser cache and Dolphin cache and point my browser to: mydomain/dolphinroot/ or mydomain/dolphinroot/index.php It will open in English but default langage is set to Slovenian.
