I had this problem once.

I cleared the /cache and /cache_public; leaving the .htaccess file in each one in place, and my problem went away and has yet to return.

i cleared also the  /cache and /cache_public and it doesnt change

what i did for now is unchecked the "Enable Cache For CSS Files" in tools->cache and its working

can you explain about "leaving the .htaccess file in each one in place" maybe this will dix it

There is a .htaccess file in the /cache and /cache_public directories to prevent access to those directories for security purposes.

 That doesnt look broke it looks like it is caching the CSS. Are you sure that you have CSS not being cached?

Try turning off the compression option under cache settings.

thank you Nathan Paton i did what you said:

i went to tools->cache->settings->unchecked "Enable Compression For JS/CSS Files(Cache Must Be Enabled)"->save

then  recheck "Enable Compression For JS/CSS Files(Cache Must Be Enabled)"->save

and its fixed itself.

thanks you all.
