"Database connect failed" usually means the database couldn't be reached.  Possibilities:

1. Incorrect database information
2. Connection to the database server times out
3. The database server crashed into the ocean and then resurfaced

2 and 3 requires you to contact your host.  If you're on a cheap shared plan, that may be why.
