What or where did you see that error?  Have you made changes anywhere?  Added a module that uses actions?  Anything?

There is no action zero; actions start with 1 and increment from there.  If something is trying to find action zero, then you would see that message.

Oh, I may have misread that error message.  If it is trying to access an action ID that is not in the database, had been removed when a module that uses actions was removed; then that might be what it is telling you.  It is possible that you did not properly remove a module and something is looking for the ID associated with the action that module added.  Or the installation of a module did not properly add the action to the database for some reason.  Since it can not find it, it threw the error message.

Again, have you made any recent changes, deleted a module or added a module?

That might indicate that the install did not go correctly.  How did you install the site?  How did you set the permissions on the files?  PM me your site and I will take a look.

I agree.

If this is indeed a fresh install with no modifications then that is a strong indicator that the install was not 100% successful.

Dolphin should run without problems right after install. If it does not then the install did not properly complete.

No fix for improper installs except to wipe it out and do it over again because there is no way to tell how much is missing or damaged.

99% of all failed installs are the result of one or more of the following.

1) Incomplete or damaged files during upload of the script. Caused by faulty/poor quality FTP clients.
2) Low end / Low cost hosting service. Heavily restricted hosting resources that are not enough for dolphins needs.
3) Hosting server not properly configured for use by dolphin and/or does not meet dolphins requirements.

Make sure the host is capable of even running dolphin before attempting to install it again.
