card memberhip payment mod

Im looking for someone to design a membership payment system that does not require a credit card or electronic payments.
The payment/membership system must be able to work just like the default dolphin system but should not work via paypal or any other online payment. I want users to be able to purchase membership via "card numbers" which they will have to input in a form, which will in turn activate the membership that the user had purchase.

I would also like a points system in place for members to purchase items in the store via points. Again the points would have to be purchase via a form in which members will have to input a "card number".

The person must at least know their way around boonex/dolphin as i want to integrate it onto the dolphin platform.
