can't upload music or videos

I've searched the board for answers.  I can't upload videos or music.  It will get to 20% and then I get upload error.

I have no clue what is wrong.  I have a VPS and have access.  Here is my php.ini

Appreciate your trying to give your php info, but please remove the link from this thread.  That is a very dangerous thing to do as it contains secure information in it that should NEVER be made public. 

Instead, you need to screenshot it and black out the sensitive information.  You have been sent a PM explaining what is in it that's sensitive.
