can't send greetings

hi

I am trying to change the look of the emails sent to people, but when I try to send a greeting so I can see the changes ect I can't do it. There is no button for the greetings. When I log into a test account there is a greeting button. IDK what I am doing wrong, why doesn't the admin have a greeting button, it just suddenly disappeared. 

omg this is driving me mad, why does the greetings button keep disappearing. I can't get anything done.

does anyone know why I can't send greetings? I can't even send notifications now. its like my own site thinks I am a spammer :|
