127.0.0.1 = localhost on each (every) machine  .....

Is dolphin in the root of 192.168.1.22 server or a directory?

If in directory it would be http://192.168.1.22/directory/ to call it  .....

It sounds like your server config is not right  .....

it get 127.0.0.1 on each every machine i try to connect to the localwebserver apache

in the 192.168.1.22 computer/now i can loggin to 127.0.0.1 and have the login page from <----- computer 192.168.1.22

where the localwebserver is,

but when try to connect any other computer to http://192.168.1.22/index.php it gos straight to http://127.0.0.1/index.php

in its own localhost of the machine tryed to connect

Check the webserver config  .....

I have no idea of your LAN topography and it is beyond the scope of this forum.

HOWEVER. what it boils down to is:

You have no name entry for the localwebserver so it only resolves numeric addresses  .....

i.e. you need  .....
192.168.1.22   localwebserver
