presence works fine on my site without rms running. And the only thing you need rms for IM and Chat for is the video and sound chat features. Text chat works fine though.

Is there a way for people to chat in the actual chat room using voice similar to like a yahoo chat room? Or is this something they just have to do in im?  And thank you for clairifying what you need rms for.

Is this something new to d7b4 because i currently have dolphin 6.16 installed and have not been able to chat in the public room at all. Maybe im not sure how to chat in public rooms, i see the  voice meter move but noone hears what i say. And vise versa when someone has tried to chat.

you'll have to have you rms settings set up properly under Extensions >> Flash Apps in order for sound and video chat  to work.
