i can not reach the site because of this error

allow_url_include is On (warning, you should have this param in the Off state, or your site will be unsafe)

and i dont know where is the file any one an ideas wich folder

It's not a file or folder, it's a part of the PHP configuration. You should contact your host and ask them to turn this off.
