Your membership level was changed (at signup)

I'm running 7.09.  When a new user signs up they not only get the email confirmaition, they also get this one.....

Hello ######,

Your membership level was changed to: Promotion

Keep in mind that this email is sent at the same time the confirmation email is sent.  This means that the users membership level has changed BEFORE they're a member.  The other problem is how can a membership level "change" when it never existed before?

Does anyone know how I can prevent this email from being sent at signup?

The quickest and easiest way is to go into the admin settings and disable "promotional" memberships.

these user levels cannot be disabled. They are system levels.  Their actions can be modified but that's about it.

Actually promotional can be disabled. It's the only default one that can. But the option is at the top of the page, not on the bottom.

Look at the top of the membership levels page. You will see this.
