Where is D7 to download

I think if I'm going to start out, I might as well start with D7?

Where do I find it to download, and even though it is in Beta, is it fully functional?

Otherwise is my choice D6.1.6?

Should I start out with D7 RC2 since I don't know D6.1.6?

How do I license D7 RC2?

I figure if it coming by Xmas I might as well get in now.

Do I just download and then install on my host's server per there instructions.
