Where do I lodge a complaint

Where an how do I lodge a complaint with regards to a developer who has not completed a project and constantly delays and ignores all my requests and emails? Money for the project has been paid in full.

[Edit] If you are looking to open a dispute, then make sure you have all information in regards to discussed/agreed upon project, payment, progress, time frames, communications, etc..
