Where are the membership levels

Good evening...I'm new to Dolphin...I downloaded 7.1...I'm setting up all pages, the site is starting to look good...to me...I made up a test account, and tried to upgrade my membership.  When I went to the membership page nothing showed up under "membership types".  When I go to the module Payment I set up the Paypal information, when I go to settings and membership levels I have 3 levels active.  Why don't they show on the membership page. Can someone guide me.  

The default levels (Non Member, Standard, Promotional) won't show, as those are system levels. One is for users not logged in, one is for standard members, and the last one is for new signups, if enabled, to let them try a higher membership level (e.g., a trial membership).

You'll need to create custom levels and assign prices to them so they'll show up under selectable membership levels. You can also set membership levels for individual accounts from their profile edits page (Admin Panel > Members > Click on the username to edit their profile).
