What Is Ray Media Server?

Okay so I just installed Dolphin 7.1 on my site (paid version) and all the modules are working well. I was just wondering what is Ray Media Server and do I need to set it up?

Because I can not find any information about it on the Internet (except the installation guide). If I understand correctly, Ray Media Server is required for media streaming such as videos or sounds. But I don't have Ray Media Server on my VPS but the video module and sound module are working just fine. So my quesiton is: What is the point of installing Ray Media Server? Can somebody please explain it for me?

It is to cast video chat.. I bet since you do not have it. If you goto your chatroom if installed. You will not see the video in there. See attached
