I've turned off safe mode (never were turned on) and the refered path is on 644 permission but still

Btw. Only when "clearing all" and first page hit after been on other site? 

I can't reproduce the error on your site through the URL specified. Try making sure there also isn't any configuration for open_basedir, or that there isn't a configuration with it that's blocking some functions of the script.
