The settings in Dolphin have to be less than or equal to the file upload size set in php.ini.  If you go to your admin and under Tools click on Host Tools, you will see the settings reported for php.ini.

what do I check for?

As GG said, go toTools -> Host Tools, the items to look for are:

post_max_size
upload_max_filesize

You will see one or the other or both are 8Mb (8388608 bytes).

To change them, use your Web panel (whichever that is).

That depends on your server set up.  If you are on a shared host, you need to contact your host provider.
