Video/Sounds Restriction Issue

If I have a restriction on a registered membership to not allow video or sounds adding, they should not be allowed to create any albums either.  This creates confusions among members as to why they can create all the albums in the world but can't put a single song or video into that album.

It can make service methods more complex because photo use by such modules like groups, events etc. So there can appear conclusions if admin will close photos upload but leave it for groups. Possible in D7.1 we'll improve this process.
