Video Quality - 7.0.8 + 7.0.9

I tried using -qmin 7 -qmax 25 in /flash/modules/video/inc/header.inc.php and my uploaded video's are still blurry.

Anyone know of a better setting or way to fix this?

I'm not sure that fix applies anymore.

What is your -qmin & -qmax currently set to? I also have -thread 8 set which definitely speeds up processing.
