Users to create new topics in forum?

Hello everyone!  We just installed our software to our site - www.ayorkieisforever.com/mvkfamily -- to help a client keep in touch with her customers who buy puppies.  She wants the forum to be a discussion forum where the users can create their own topics.  We created a bunch of 'Groups' discussion areas, but she wants for her users to be able to create topics within them.  So far, I can only see that admin can create topics. 

 

Can anyone help me out?  If you are a regular user and you're signed it, you cannot make your own topic.  I would appreciate all help.

Initially admin has to create categories. Then users can create topics

Really because i cant even create a topic as admin Frown so far my forum is completely useless

To create the categories you must first log into Admin then go to Plugins => Orca and click the little en you see towards the right.  From there you need to click Manage forums and then you can create categories & topics.  Admin & members can create the topics, only Admin can create the categories.
