User Confirm despite Email Confirm

Please Guys.

Im searching the whole web and the complete Admin Panel from D7.1.

And could not find this option.

I want to aktivate my Members via Email Confirmation.
But everytime i have to confirm them also in Adminpanel.

Wheres this option?

Admin > settings > advanced settings > moderation > auto activate profiles after joining.
