Uploads to pending rather than disapproved?

Like the title says, is there a way to make it so that image, video, ect goes into the pending area rather than into disapproved right away for the user? Like when a new user makes an album it says it's disapproved and not pending.

The easy way to fix this is to go into the language editor and search for "disapproved". Then change it to "Pending" or whatever you would prefer it to say.

 I thought about doing that but then it would have two area's that say 'pending', good idea though.
