Understanding Actions Reset

I am trying to understand how actions are reset.  If the person is allowed three actions in a particular time period, how is that stored and when do they reset?  Let's say a person is allowed to post three blog posts and the action is reset every 24 hours.  They post at 10:30 am, 1:25 pm, and 8:00pm at which time they can not do any more posting.  Is the reset timed for each one?  So that they are out of actions until 24 hours from the first posting at which time they can then post ONE more?  Or is it from the last posting they did at 8:00pm?

I am getting confusion from the members on this so I need a clear understanding so I can then create a guide explaining how it works.

Also, when I am in the database looking at allowed actions, does anyone have what the action list is; For example, IDAction 15 but have no idea what that action actually corresponds to.  Also, what is the ValidSince telling me?

Been here for years yet i have no clue how this works. Guess because i never really cared.

It's that way for a lot of areas of dolphin. If i don't use it, i don't bother to learn it.

It looks like period is calculated from the first action by the user.

For example is user performed action at 10:24 in 24h period, then actions counter will be reset if next action occurred after 10:24 next day.
