Can you please explain this further? The chmod commands in the install doc may still list some files/directories that no longer exist (from an older version), but the rest of them do, and I don't believe anything was missed. Dolphin itself still installs fine on servers setup today. If you mean the PHP version, it needs to be switched to PHP 5.6 to work - support for PHP 7 is in GitHub and will be in the next major release.
The install doc could use a refresh, but everything in it should still work.
