Trigger definded actions

Hi Im trying to figure out how I can make action or trigger define actions (correct term Im not sure, forgive my dumbness)

My site members go direct to chat room, making my forum stale and lame ,now Im trying to find a way to make Chatroom not accesible unless they post about 5 threads or reply to threads before giving them access to chatroom,

of course I need explanation too like "Pls. post or reply 5 threads in forum before accessing chatroom"

I'm not a programmer, but I will express my opinion that I think this would be extremely tough.  The reason is that Dolphin is designed to put a limit on member actions, not to require them.   It is possible someone could modify the votes system or do something creative like that, but I am guessing this would be a major, complex modification.   I'm always willing to be proven wrong though.  Good luck.
