There are setting in admin as to how many of these to display and it defaults to 16. I'd suggest adding moore members and changing the default setting from 16 to a lower number. Then see how it behaves. In D6, admin wasn't a regular member.... now they are. It would make sense to have an option to exclude admin from these lists.
