Tool Tips

Hi there guys, here's a good one for you .. where if possible can I change the colour of the Tool Tip background

By tool tip I mean, in a field you need to add data to or choose from,  you have the little blue stary thing  to it to tell you what to do in that field, I want to change the background of that popup help tip

Anyone ??
