There are no payment options available

I don't want to allow standard membership. When one tries to join, the feedback is "There are no payment options available to join the site". I have ticked "active" on the payment options available. How do I fix this?

Make sure this is set: Admin Panel => Settings => Advanced Settings => General => Payment Module.

it's already set to "Payment". Though the "Embedly Key" is not filled. I don't know what that is about.
