Template before or after install of D7RC3?

Do I have to have my D7 Template design ready from the designer before I sign up for hosting and have my host install D7RC3?

Dolphin comes with a standard template called UNI. You can go ahead and install RC3 and then later upload your new template and apply it when its completed.
