Tags still don't work

Well it used to be a cool feature.  I have been updating my members tags as part of the migration I am doing, and was going to ask what happens when the tag cloud gets big.  Now I know - it just cuts it off alphabetically.  See the site I am rebuilding at www.caltrade.com/community in the upper right.   It looked great before, not it currently cuts off at "G" and as I add more will go down the alphabet until presumably I just have the first few letters displayed there.  This has made the tag cloud feature - which could be really "sexy" look kinda dumb.

Also, the tag block you put on the profile pages should be clickable links that go to other profiles with the same tags.  This is the way most other social networks work and having a "tags" block with plain text tags is something of an oxymoron - tags should be hyperlinks.  I've already made this suggestion, but I know you have to repeat yourself many times to be heard here.  Back to work.

I stand corrected - the settings have a number of tags to show on the browse page that does work - for some reason it didn't the first time I tried it - probably a cache issue.   There is still something I don't understand though - I thought the "minimum rating of tag to show it" meant the number of people who had used that tag.  It is set at 2 by default, so I thought for example, that if two people had entered the word "computer" as a tag, it would display, but if only one did it would not.  This does not seem to be the case, as I have several obscure tags that have only been entered by one person.  Does this have something to do with voting?  Do people vote on tags? Could someone enlighten me?

It is always something!  Tags have stopped working entirely.  See: www.caltrade.com/community on right side.  Site has 300 members, and every tag now returns all members as its results.  What gives?  I've cleared cache, resaved the tags setting, etc.  Can anyone think of why this stopped working?
