Sounds Modules Not Working 7.0.9

When uploading sounds I keep getting "sound upload failed (Sound Error)"  does anyone know what this means and how to fix this error, thank you in advance below is a screenshot.  please note I have also tried working with php.ini but with no luck.  I also tried adding the Sounds playlist mod, with no success as well gives same error message and I know music working because I have it playing right now, lol.

PHP settings look correctly. The only thing I can suggest you is to check whether 'flash/modules/mp3/files' folder is writtable or not.

it's currently set at 755, owner permissions has write checked, but group permissions and public permissions has write unchecked.
