Doesn't make much sense, does it? I griped about module interdependencies, but no one listened. In my case, I didn't want to use the 'Files' module, but I can't uninstall it because it is required by the groups module, and I want the groups module. I haven't even bothered to check other 'Module' dependencies, since griping about things that don't make sense is frowned upon as of late.
I share your sentiments in that 'Modules' should actually be modular. All of this stuff, ideally should be controllable via admin panel. I like D7's user part, but the back end is horrific. Once D7 is released, I will be praying that Boonex, for once in it's life, provides a real administration section by 7.1. I use Invision Power Board, and there's almost as many lines of code in its admin folder, as the entire Dolphin 7 package.... and it's just a forum script. I really hope D7 take the high road and not the low road D6 took with the admin part. In D6, practically every little thing you wanted to turn off, required digging into files and surgically removing code.
