 Will the site URL function allow me to develop a new site using a static IP address and then change to a domain name later? I am thinking about migrating an existing website that is not Dolphin based, but I do not want to do it until I have the dolphin site ready.

All you need to do is edit the domain information in the header.inc.php file found under ./inc/. For the changes to take effect, you will also need to empty the ./cache/ and ./cache_public/ directories, except for the .htaccess file.
