Select File button displaying incorrectly in 7.0.3

I have noticed that after looking at 7.0.2. in both IE and Chrome and then 7.0.3. also in both IE and Chrome, the "Select File" button does not display correctly in IE for both versions of Dolphin, but I see it had been fixed from 7.0.2. to 7.0.3 for Chrome. It needs to be fixed for display in IE as well.
